During the few years I have had the privilege of living in Albany, I have seen a number of changes that have undoubtedly had a marked effect on many living in the community.
Some reactions to change have been of restrained resignation, whilst others have resulted in angry protest almost verging on uprising! It is said that change is often necessary for
